Vietnam's offshore wind sector is poised for significant growth, with the potential to become a leading wind power market in Asia. The country's long coastline, favorable wind conditions, and rising energy demand make it an attractive destination for investors in renewable energy. However, several hurdles must be overcome to unlock this potential.
One of the key challenges is project licensing and access to international financing. Vietnam currently has around 6GW of installed wind power capacity, and aims to increase that figure to approximately 28GW in the coming years. To achieve this, faster approval procedures are needed to attract substantial domestic and foreign investment.
Another critical factor is the development of transmission infrastructure. The construction of coastal transmission lines is being considered to connect offshore wind farms with energy centers and major demand hubs, particularly in the north. This will be essential to ensure that the electricity generated from offshore wind projects can be effectively transmitted and distributed.
Vietnam is also working to refine the legal framework governing offshore wind development. The National Assembly issued Resolution 253 in 2025, which establishes mechanisms and policies for national energy development during 2026-30, including measures designed to support offshore wind projects. Specific provisions for offshore wind development are expected to be included in a draft amendment scheduled for submission in October 2026.
International investors have welcomed Vietnam's efforts, but have called for additional policy clarity to unlock large-scale investment. A partnership between the public and private sectors will be essential to develop the right policies, and close engagement between investors and government authorities will be crucial.
In my opinion, Vietnam's offshore wind sector has the potential to become a major driver of economic growth and renewable energy development in the region. However, it will require careful planning, significant investment, and strong policy support to overcome the challenges and realize its full potential. The country's ambitious targets for renewable energy capacity and its commitment to reducing greenhouse gas emissions make it an exciting prospect for investors and a leader in the global transition to clean energy.
